1. Wind Zone II
Nueces County is a Texas Wind Zone II county. A manufactured home built on or after September 1, 1997 must meet HUD Wind Zone II standards to be installed in a Texas Wind Zone II county, and a post-September 1, 1997 Wind Zone I home may not be installed in one. This is the first thing a stabilizing evaluation has to account for on the coast.
2. The 1,500-foot coastal rule
Stabilizing components must resist weathering, including Gulf Coast conditions, and anchors must resist corrosion. Nonconcrete stabilizing components and systems intended for use within 1,500 feet of the coastline must be specifically certified for that use. That distance is property-specific, so ask the provider whether coastal-certified components apply to your address before you accept anchor work; this site does not measure that distance for you.
3. Approved components
TDHCA publishes a List of Approved Components and Systems covering anchors, anchor plates, alternative stabilizing systems, anchoring devices, footings, and piers, with model-specific expiration dates and an instruction that each is installed per its accompanying instructions. The version referenced here was checked March 10, 2026. Because approvals expire by model, whether a specific component is still approved is a question for the provider against the current list.
4. Windstorm documentation
Under the TWIA Instructions and Guidelines effective February 27, 2026, an eligible manufactured home must be properly blocked and tied. If no approval report is on file with TDHCA, the applicant is directed to a TDHCA-licensed installer for an inspection and approval report, and a new tie-down approval report is required for a new-business application. Form T and TWIA-MH96 are referenced as approval-report forms. The February 27, 2026 revision removed the former language requiring a replacement report solely because the report was more than five years old.
Two hard boundaries
First, a tie-down approval report is not a TDI or TWIA WPI-8 certificate of compliance. These are different documents produced through different processes, and they should never be merged or treated as interchangeable.
Second, a Notice of Installation does not by itself prove proper installation or guarantee insurability. Coverage decisions belong to the insurer or to TWIA. For anything about whether your home qualifies for or keeps windstorm coverage, route the question to your insurance agent or to TWIA.
Process and what a written scope should separate
A clear stabilizing scope keeps distinct items on distinct lines: which straps and anchors are being inspected, repaired, or replaced; whether coastal-certified components apply; whether any documentation such as an approval report is part of the work; and whether the job is bundled with a re-level. Keeping these separate is what stops a stabilizing cost from disappearing into a leveling number.
Licensing and documentation
Leveling and foundation-component work is installer work in Texas, and stabilizing work tied to it should be handled accordingly. Ask the provider for the TDHCA license number and check it in the public license-holder search.
